This is a fix for Internet Explorer 7:
1. Open Internet Explorer
2. Go to Tools, Internet Options, Advance Tab, click on
Restore Advanced Settings, click on Apply.
3. Scroll down and look for the item "Empty temporary files when browser closes", check it
4. Put a bullet on disable Phising Filter
5. If you are using Adobe Reader, Click Edit, Preferences, Internet Category
Uncheck "Display PDF in browser
restart the computer and see it if works, it does for me by the way.

How to change the proxy settings in Internet Explorer
Have you tired clicking on Internet explorer and it didn't display a webpage, even if you know you have an internet connection and you checked your firewall and everything to no success? You're IE might be using a proxy server before without you knowing it (coz of other users) and it disables your internet activity. Here's the solution.
1. Click on Internet Explorer
2. Go to Tools, then Internet Options
3. Go to Connections tab, then click on LAN Settings
4. Uncheck the box for Proxy server settings then click on OK.
5. Close Internet Explorer and reopen it.
You should be seeing a webpage now.
